MILLION $$ MATCH SECOND CHANCE PROMOTION

ADOPTED:  JANUARY 27, 2012

I. Name of Promotion

The name of this promotion will be the Million $$ Match Second Chance Promotion. 

II. Definitions

A. “Million $$ Match Scratch Game” means the Minnesota State Lottery Scratch Game #793.

B. “Million $$ Match Second Chance Promotion Drawings” means the drawings conducted by the Lottery in conjunction with the Million $$ Match Second Chance Promotion.

C.  “Million $$ Match Second Chance Promotion Match 3 Drawings” or “Match 3 Drawing” means the Million $$ Match Second Chance Promotion Drawings conducted to determine entries into a Million $$ Match Second Chance Promotion Match 3 Event.
 
D. “Million $$ Match Second Chance Promotion Grand Prize Drawing” or “Grand Prize Drawing” means the Million $$ Match Second Chance Promotion Drawing conducted to determine entries into the Million $$ Match Second Chance Promotion Grand Prize Event.

E.  “Million $$ Match Second Chance Promotion Match 3 Event” means one (1) of the ten (10) events held in conjunction with the Million $$ Match Second Chance Promotion.

F. “Million $$ Match Second Chance Promotion Grand Prize Event” means the event occurring at Mall of America on November 10, 2012, in conjunction with the Million $$ Match Second Chance Promotion.

III. Duration of the Promotion

The Million $$ Match Second Chance Promotion will begin on February 21, 2012, and conclude on November 10, 2012. 

IV. Eligibility for the Million $$ Match Second Chance Promotion Drawings

A. A person may enter the Million $$ Match Second Chance Promotion Drawings by 1) completing an entry form via www.luckymn.com and include all required information and 2) entering the 10-digit validation number that appears under the latex of a non-winning Million $$ Match Scratch Game Ticket.

B. Each Scratch Ticket entered will receive one (1) entry.

C. The submission of a winning Scratch Game Ticket will invalidate that entry.

D. Employees (including immediate family members residing in the same household) of the Minnesota State Lottery; Digiknow Inc.; Clockwork Active Media Systems, LLC; and any other company that is not eligible to receive a prize from the Lottery under Minnesota law or pursuant to a contract with the Lottery are ineligible for any of the Million $$ Match Second Chance Promotion Drawings.

E. The person that submits an entry must be 18 years of age or older.

F. The Minnesota State Lottery is not responsible for delayed, lost or misdirected electronic submissions made through the Internet. 

G. A person may enter more than once.  However, the player may only use one (1) unique Million $$ Match Scratch Game Ticket number per entry.  Multiple entries using the same Million $$ Match Scratch Game Ticket number and entries made via automated computer scripts or other programming techniques will be disqualified.

H. A person may only be selected once in the 1st through 10th Million $$ Match Second Chance Promotion Match 3 Drawings. 

I. A person may only be selected once in the Million $$ Match Second Chance Promotion Grand Prize Drawing.

J. A person is eligible to be selected in the Million $$ Match Second Chance Promotion Grand Prize Drawing if the person had been selected in a Million $$ Match Second Chance Promotion Match 3 Drawing.

K. A player who uses a non-winning Million $$ Match Scratch Game Ticket as an entry in the Million $$ Match Second Chance Promotion Drawings that has previously been used in any other Minnesota State Lottery second chance promotion or contest will be considered ineligible.

L. By participating, players agree to these official rules and to the decisions of the Minnesota State Lottery which will be final and binding in all respects.

M. An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section.

V. Million $$ Match Second Chance Promotion Drawings

A. The Minnesota State Lottery will conduct ten (10) Million $$ Match Second Chance Promotion Match 3 Drawings.  The eligibility and schedule for each Match 3 Drawing are set forth in the following chart below.

B. The Minnesota State Lottery will select one (1) entry in each of the Million $$ Match Second Chance Promotion Match 3 Drawings. Each entry selected will be eligible to win a prize at a Million $$ Match Second Chance Promotion Match 3 Event.

C. The Minnesota State Lottery will conduct the Million $$ Match Second Chance Promotion Grand Prize Drawing on or about September 27, 2012. To be eligible for the Grand Prize Million $$ Match Second Chance Promotion Drawing, an entry must have been received between 12:00:00 a.m. CST on February 21, 2012, and 11:59:59 p.m. CDT on September 25, 2012. The Minnesota State Lottery will select twenty (20) entries in the Million $$ Match Second Chance Promotion Grand Prize Drawing.

D. Each person selected in the Million $$ Match Second Chance Promotion Grand Prize Drawing will be eligible to participate in the Million $$ Match Second Chance Promotion Grand Prize Event on November 10, 2012, at Mall of America.

E. The odds of being selected in any drawing are dependent on the number of entries received for that drawing.

F. A list of all Million $$ Match Second Chance Promotion Drawing winners will be posted on the WINNERS page of the www.luckymn.com website following each drawing after winners have been verified.
G. Each person entering any of the Million $$ Match Second Chance Promotion Drawings and winning a prize from the promotion consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation.

H. The Lottery will, by use of mechanical or other devices, randomly determine which of the entries submitted are selected.

I. A prize won in any of the Million $$ Match Second Chance Promotion Drawings may not be assigned or transferred to another person and may not be substituted for cash. Federal, state or local taxes on any prize are the sole responsibility of the winner. All applicable federal, state or local laws apply.

VI. Million $$ Match Second Chance Promotion Match 3 Event

A. Each person selected in a Million $$ Match Second Chance Match 3 Drawing will be notified of their selection and their opportunity to participate in the Match 3 Event. The time and place for each of the ten (10) Match 3 Events will be determined by the Minnesota State Lottery.

B. If a person selected cannot attend or is late for a Million $$ Match Second Chance Promotion Match 3 Event, they may designate a proxy or the Minnesota State Lottery may designate a proxy.

C. The person selected to participate in a Million $$ Match Second Chance Promotion Match 3 Event may win between $10,000 and $100,000. The determination as to the amount won by each player will be determined by the envelopes selected by the player. The player will select three (3) from thirty (30) envelopes. Each of the envelopes will contain a gold coin or a green chip. Three (3) envelopes will contain gold coins; twenty-seven (27) envelopes will contain green chips. Prizes will be determined by the combination of coins and/or chips as follows: 3 gold coins = $100,000, 2 gold coins + 1 green chip = $20,000, 1 gold coin + 2 green chips = $15,000 and 3 green chips = $10,000. The results of the Match 3 Event are not official until validated and certified by the Minnesota State Lottery and insurance personnel.

VII. Million $$ Match Second Chance Promotion Grand Prize Event

A. Each person selected in the Grand Prize Million $$ Match Second Chance Drawing will be notified of their selection and their opportunity to participate in the Million $$ Match Second Chance Promotion Grand Prize Event.

B. If a person selected cannot attend the Million $$ Match Second Chance Promotion Grand Prize Event, they may designate a proxy or the Minnesota State Lottery may designate a proxy.

C. During the Million $$ Match Second Chance Promotion Grand Prize Event, the Minnesota State Lottery will conduct a series of random drawings or contests in Round 1, 2 and 3 to eliminate entries to arrive at a Grand Prize winner.
D. Ten (10) persons selected or determined in Round 1 of the Million $$ Match Second Chance Promotion Grand Prize Event will receive $1,000.00. The remaining ten (10) persons will proceed to Round 2 of the Million $$ Match Second Chance Promotion Grand Prize Event.

E. Five (5) persons selected or determined in Round 2 of the Million $$ Match Second Chance Promotion Grand Prize Event will receive $1,500.00. The remaining five (5) persons will proceed to Round 3 of the Million $$ Match Second Chance Promotion Grand Prize Event.

F. Four (4) persons selected or determined in Round 3 of the Million $$ Match Second Chance Promotion Grand Prize Event will receive $2,000.00. The remaining person will be declared the Grand Prize winner of the Million $$ Match Second Chance Promotion Grand Prize Event.

G. The Grand Prize winner in the Million $$ Match Second Chance Promotion Grand Prize Event may win between $20,000 and $1,000,000. The determination as to the amount won by the Grand Prize winner will be determined by the envelopes drawn by the winner. The Grand Prize winner will select from forty (40) envelopes. Each of the envelopes will contain a dollar amount. Five (5) envelopes will contain the amount of $1,000,000, six (6) envelopes will contain the amount of $50,000, nine (9) envelopes will contain the amount of $30,000 and twenty (20) envelopes will contain the amount of $20,000. The Grand Prize winner will select envelopes one (1) at a time. When the winner has selected five (5) envelopes with an identical amount, the winner wins that amount. The Grand Prize results are not official until validated and certified by the Minnesota State Lottery and insurance personnel.

H. If the Grand Prize winner wins $1,000,000, that prize will be paid out in 25 annual installments of $40,000 per year.

VIII. Claiming a Prize in the Million $$ Match Second Chance Promotion

A. A person whose entry was selected in a Million $$ Match Second Chance Promotion Match 3 Drawing must fill out a claim form and submit it to the Minnesota State Lottery within thirty (30) days after the person is notified that they have been selected in a Match 3 Drawing. If the claim form is not submitted within the required time period, any prize won during the Million $$ Match Second Chance Promotion Match 3 Event in which the player is eligible is forfeited by the player and the player has no further right to the prize and the Minnesota State Lottery may award the prize to another player. If the person is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes §270A.03, Subdivision 5, the amount due will be deducted from the value of the prize. If the claim is validated by the Lottery, the prize will be awarded to the player. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately. If the winner of the prize does not submit a completed claim form to the Lottery prior to their scheduled Match 3 Event, the Lottery will designate a proxy to participate in the event.

B. Each person whose entry was selected in the Million $$ Match Second Chance Promotion Grand Prize Drawing must fill out a claim form and submit it to the Minnesota State Lottery within thirty (30) days after the person is notified that their entry has been selected in the Grand Prize Drawing. If the claim form is not submitted within the required time period, any prize won during the Million $$ Match Second Chance Promotion Grand Prize Event is forfeited by the player and the player has no further right to the prize and the Minnesota State Lottery may award the prize to another player. If the person is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes §270A.03, Subdivision 5, the amount due will be deducted from the value of the prize. If the claim is validated by the Lottery, the prize will be awarded to the player. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately. If a person selected in the Grand Prize Drawing does not submit a completed claim form to the Lottery prior to the Grand Prize Event, the Lottery will designate a proxy to participate in the event.


IX. Emergency Termination of the Million $$ Match Second Chance Promotion

If, for any reason, all or any part of the Million $$ Match Second Chance Promotion is not capable of running as planned due to, without limitation, errors in these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of the Minnesota State Lottery that, in the sole judgment of the Minnesota State Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Minnesota State Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion.

X. Governing Law

By submitting an entry into the Million $$ Match Second Chance Promotion or participating in the Million $$ Match Second Chance Promotion Grand Prize Event or a Million $$ Match Second Chance Promotion Match 3 Event, the person agrees to comply with and abide by the game procedures for the Million $$ Match Second Chance Promotion; Minnesota Statues, Chapter 39A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery's Prize Payment Rules); and all final decisions of the Director of the Lottery. All applicable federal, state or local laws apply. Second chance entry offer void where prohibited by law.
