SCRATCH-O-RAMA PROMOTION
ADOPTED:
I. Name of Promotion
The name of this promotion will be the Scratch-O-Rama Promotion.
II. Definitions
A. “$200,000 Platinum Payout Scratch Game” means the Minnesota State Lottery Scratch Game #654.
B. “Scratch-O-Rama Contest” means the contest that will be conducted in conjunction with the Scratch-O-Rama Promotion.
C. “Scratch-O-Rama Contestant” means a qualified person selected to participate in one of the Scratch-O-Rama Tournaments.
D. “Scratch-O-Rama Drawings” means the drawings by the Lottery to determine entrants for the Scratch-O-Rama Contest.
E. “Scratch-O-Rama Tournament” means an event where qualified players will compete against each other by scratching Scratch Game Tickets.
F. “Qualifying Scratch-O-Rama Tournament” means one (1) of the eight (8) regional Scratch-O-Rama events.
G. “Grand Finale Scratch-O-Rama Tournament” means the final Scratch-O-Rama event that will be held at the Mall of America in Bloomington, Minnesota on April 17, 2010.
III. Duration of the Promotion
The Scratch-O-Rama Promotion will begin on January 5, 2010, and conclude on April 17, 2010.
IV. Eligibility for the Scratch-O-Rama Contest
A. A person may enter the Scratch-O-Rama Drawing by (1) completing an entry form via www.luckymn.com and include all required information; (2) enter the 10-digit validation number that appears under the latex of a non-winning $200,000 Platinum Payout Scratch Game Ticket and (3) if the person is a resident of the State of Minnesota and located within the State of Minnesota at the time of making the entry, designate one (1) of the eight (8) Qualifying Scratch-O-Rama Tournament event sites. If the person is not a resident of Minnesota or located within the State of Minnesota at the time of making the entry, then a Qualifying Scratch-O-Rama Tournament event site will automatically be selected as follows: (a) if the person is a resident of North Dakota the Moorhead, Minnesota site will be selected; (b) if the person is a resident of South Dakota the Marshall, Minnesota site will be selected; (c) if the person is a resident of Iowa the Mankato, Minnesota site will be selected; (d) if the person is a resident of Wisconsin the Roseville, Minnesota site will be selected; or (e) if the person is a resident of any other state then the ones noted above or if the person is a resident of Minnesota but the person is not located in the State of Minnesota at the time of making the entry, the Roseville, Minnesota site will be selected.
B. An entry submitted via the Internet on luckymn.com must be received by the Lottery between 12:00:01 a.m. on January 5, 2010 and by 11:59:59 CT on February 22, 2010.
C. A person may enter a Scratch-O-Rama Drawing at any of the eight (8) Qualifying Scratch-O-Rama Tournament event sites or at the Grand Finale Scratch-O-Rama Tournament event site by purchasing a $200,000 Platinum Payout Scratch Game Ticket at the event and depositing the raffle ticket that will be distributed to the person that purchases the $200,000 Platinum Payout Scratch Game Ticket into a drawing drum at the event site. Raffle tickets must be deposited into the drawing drum prior to the time stated at that event. Players may enter as many tickets as they desire.
D. A person selected at a Scratch-O-Rama Drawing at a Qualifying Scratch-O-Rama Tournament event site or at the Grand Finale Scratch-O-Rama Tournament event site must be present to be eligible.
E. Employees (including immediate family members residing in the same household) of the Minnesota State Lottery, Digiknow Inc., Clockwork Active Media Systems, LLC and any other company that is not eligible to receive a prize from the Lottery under Minnesota law or pursuant to a contract with the Lottery are ineligible for any of the Scratch-O-Rama Drawings or to participate and receive a prize from the Scratch-O-Rama Promotion or any of the Scratch-O-Rama Tournaments.
F. The person that submits an entry must be 18 years of age or older.
G. The Minnesota State Lottery is not responsible for delayed, lost or misdirected electronic submissions made through the Internet.
H. A person may enter more than once. However, the player may only use one (1) unique $200,000 Platinum Payout Scratch Game Ticket number per entry. Multiple entries using the same $200,000 Platinum Payout Scratch Game Ticket number and entries made via automated computer scripts or other programming techniques will be disqualified.
I. A person may only be selected once as a Scratch-O-Rama Contestant in any of the Scratch-O-Rama Drawings. A person may not be a Contestant in more than one (1) Qualifying Scratch-O-Rama Tournament.
J. A player who uses a non-winning $200,000 Platinum Payout Scratch Game Ticket that has previously been used in any other Minnesota State Lottery second chance promotion or contest will be considered ineligible.
K. By participating, players agree to these official procedures and to the decisions of the Minnesota State Lottery which will be final and binding in all respects.
L. An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section.
V. Scratch-O-Rama Drawings
A. The Minnesota State Lottery will conduct the 1st Scratch-O-Rama Drawing on or about February 23, 2010.
B. During the 1st Scratch-O-Rama Drawing the Lottery will select two (2) entries from all qualifying entries that will automatically qualify the persons as Scratch-O-Rama Contestants for the Grand Finale Scratch-O-Rama Tournament.
C. At the 1st Scratch-O-Rama Drawing the Lottery will also select eighteen (18) entries from each pool of entries which will qualify those persons as Scratch-O-Rama Contestants for one of the eight (8) Qualifying Scratch-O-Rama Tournaments. A pool of entries is determined by the Qualifying Scratch-O-Rama Tournament event site selected by the player (or by the Lottery in the case of an out-of-state entry) at the time the entry is made.
D. At each of the Qualifying Scratch-O-Rama Tournament event sites the Lottery will select two (2) entries from all qualifying entries that have deposited raffle tickets at that site which will qualify those persons as Scratch-O-Rama Contestants for that Qualifying Scratch-O-Rama Tournament.
E. At the Grand Finale Scratch-O-Rama Tournament event site the Lottery will select two (2) entries from all qualifying entries that have deposited raffle tickets at that site which will qualify those persons as Scratch-O-Rama Contestants for the Grand Finale Scratch-O-Rama Tournament.
F. The odds of being selected in any drawing are dependent on the number of entries received for that drawing.
G. A list of all Scratch-O-Rama Contestants will be posted on the WINNERS page of the www.luckymn.com website following each drawing after winners have been verified.
H. Each person entering any of the Scratch-O-Rama Drawings and winning a prize from the promotion consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation.
VI. Qualifying Scratch-O-Rama Tournaments
A. The Lottery will conduct eight (8) Qualifying Scratch-O-Rama Tournaments on the dates and locations listed below:
1. March 6, 2010 – Duluth, Minnesota
2. March 7, 2010 – Rochester, Minnesota
3. March 13, 2010 – Burnsville, Minnesota
4. March 14, 2010 – Bemidji, Minnesota
5. March 20, 2010 – Moorhead, Minnesota
6. March 21, 2010 – Mankato, Minnesota
7. March 27, 2010 – Roseville, Minnesota
8. April 3, 2010 – Marshall, Minnesota
B. There will be twenty (20) Scratch-O-Rama Contestants at each of the eight (8) Qualifying Scratch-O-Rama Tournaments. Eighteen (18) will have been selected from the 1st Scratch-O-Rama Drawing, the remaining two (2) selected from a drawing conducted at the Scratch-O-Rama Tournament event on the date for that Tournament.
C. If a Scratch-O-Rama Contestant who has been selected from the 1st Scratch-O-Rama Drawing cannot attend the Tournament, the Contestant may designate a proxy to play in the Tournament. The proxy must be at least 18 years of age or older. If the Contestant is unable to attend and does not provide a proxy, the Lottery will designate a proxy.
D. At each Qualifying Scratch-O-Rama Tournament there will be two (2) Rounds of Play. During the 1st Round the Scratch-O-Rama Contestants will be divided into two (2) groups of ten (10) Contestants. Each Contestant in each group in Round 1 will be given a predetermined number of Scratch Game Tickets and be instructed to scratch off those tickets to determine what prizes are won from those tickets. The three (3) contestants with the highest total of prizes won from his/her tickets will move on to the 2nd Round. If there is a tie for any of the 3rd highest prize amount in Round 1 there will be a “Face-off” between the Contestants who are tied. In the “Face-off” the players who are tied will be given a predetermined number of Scratch Game Tickets and the Contestant with the highest prize amount will move on to the 2nd Round. If there is a tie during the “Face-off” the players who are tied will continue to receive a predetermined number of Scratch Game Tickets until the tie is broken.
E. In the 2nd Round of the Qualifying Scratch-O-Rama Tournament the six (6) Scratch-O-Rama Contestants (the three highest from each of the groups from Round 1 will be given a predetermined number of Scratch Game Tickets and be instructed to scratch off those tickets to determine what prizes are won from those tickets. The two (2) Contestants with the highest prizes won will qualify for the Grand Finale Scratch-O-Rama Tournament. If there is a tie for any of the 2nd highest prize amount in Round 1 there will be a “Face-off” between the Contestants who are tied. In the “Face-off” the players who are tied will be given a predetermined number of Scratch Game Tickets and the Contestant with the highest prize amount will move on to the Grand Finale Scratch-O-Rama Tournament. If there is a tie during the “Face-off” the players who are tied will continue to receive a predetermined number of Scratch Game Tickets until the tie is broken.
F. Each Scratch-O-Rama Contestant competing in a Qualifying Scratch-O-Rama Tournament will receive a tote bag, fleece blanket, t-shirt, and $100 in Lottery Scratch Tickets. The Contestant will also keep the value of any prize won from Scratch Game Tickets provided to him/her during the Tournament. If a Contestant is unable to attend the Qualifying Scratch-O-Rama Tournament the prizes will be mailed to them, including the prizes won from the Scratch Game Tickets provided to the proxy that has been selected for them at the Tournament.
G. All determinations made by the Lottery at each Qualifying Scratch-O-Rama Tournament as to the winners of each round are final.
H. If, for any reason, a Qualifying Scratch-O-Rama Tournament cannot be held or completed, the Lottery will conduct a drawing among the 18 Scratch-O-Rama Contestants selected for that Tournament from the 1st Scratch-O-Rama Drawing to determine the two (2) finalists that will go on to the Grand Finale Scratch-O-Rama Tournament.
VII. Grand Finale Scratch-O-Rama Tournament
A. The Lottery will conduct the Grand Finale Scratch-O-Rama Tournament at the Mall of America in Bloomington, Minnesota on April 17, 2010.
B. There will be twenty (20) Scratch-O-Rama Contestants at the Grand Finale Scratch-O-Rama Tournament. Sixteen (16) were the two (2) highest prize winners at each of the eight (8) Qualifying Scratch-O-Rama Tournaments; two (2) were selected at the 1st Scratch-O-Rama Drawing as qualifying for the Grand Finale Scratch-O-Rama Tournament; and the remaining two (2) will be selected from a drawing conducted at the Grand Finale Scratch-O-Rama Tournament event.
C. At the Grand Finale Scratch-O-Rama Tournament there will be three (3) Rounds of Play. During the 1st Round each of the 20 Contestants will be given a predetermined number of Scratch Game Tickets and be instructed to scratch off those tickets to determine what prizes are won from those tickets. The ten (10) Contestants with the highest total of prizes won from his/her tickets will move on to the 2nd Round. If there is a tie for and of the 10th highest prize amount in Round 1 there will be a “Face-off” between the Contestants who are tied. In the “Face-off” the players who are tied will be given a predetermined number of Scratch Game Tickets and the Contestant with the highest prize amount will move on to the 2nd Round. If there is a tie during the “Face-off” the players who are tied will continue to receive a predetermined number of Scratch Game Tickets until the tie is broken.
D. In the 2nd Round of the Grand Finale Scratch-O-Rama Tournament the remaining ten (10) Scratch-O-Rama Contestants (the ten highest from Round 1) will be given a predetermined number of Scratch Game Tickets and be instructed to scratch off those tickets to determine what prizes are won from those tickets. The five (5) Contestants with the highest prizes won will move on to the 3rd Round. If there is a tie for any of the 5th highest prize amount in Round 2 there will be a “Face-off” between the Contestants who are tied. In the “Face-off” the players who are tied will be given a predetermined number of Scratch Game Tickets and the Contestant with the highest prize amount will move on to the 3rd Round. If there is a tie during the “Face-off” the players who are tied will continue to receive a predetermined number of Scratch Game Tickets until the tie is broken.
E. In the 3rd Round of the Grand Finale Scratch-O-Rama Tournament the five (5) Scratch-O-Rama Contestants (the five highest from Round 2) will be given a predetermined number of Scratch Game Tickets and be instructed to scratch off those tickets to determine what prizes are won from those tickets. The Contestant with the highest prizes won will be the Grand Prize winner. If there is a tie for the highest prize amount in Round 3 there will be a “Face-off” between the Contestants that are tied. In the “Face-off” the players that are tied will be given a predetermined number of Scratch Game Tickets and the Contestant with the highest prize amount will be the Grand Prize winner. If there is a tie during the “Face-off” the players that are tied will continue to receive a predetermined number of Scratch Game Tickets until the tie is broken.
F. All determinations made by the Lottery at the Grand Finale Scratch-O-Rama Tournament as to the winners of each round are final.
VIII. Prizes from the Grand Finale Scratch-O-Rama Tournament
A. A Contestant who participates in Round 1 of the Grand Finale Scratch-O-Rama Tournament but fails to qualify for Round 2 will receive $500 in cash.
B. A Contestant who participates in Round 2 of the Grand Finale Scratch-O-Rama Tournament but fails to qualify for Round 3 will receive $1,000 in cash.
C. A Contestant who participates in Round 3 of the Grand Finale Scratch-O-Rama Tournament but is not the Grand Prize Winner will receive $1,500 in cash.
D. If a Contestant cannot attend the Tournament, the Contestant may designate a proxy to play in the Tournament. The proxy must be at least 18 years of age or older. If the Contestant is unable to attend and does not select a proxy, the Lottery will designate a proxy.
E. The Grand Prize winner will win between $10,000 and $1,000,000. The Grand Prize winner will select from forty (40) envelopes. Each of the envelopes will contain a dollar amount. Five (5) envelopes will contain the amount of $1,000,000; six (6) envelopes will contain the amount of $50,000; nine (9) envelopes will contain the amount of $20,000; and twenty (20) envelopes will contain the amount of $10,000. The Grand Prize winner will select envelopes one (1) at a time. When the winner has selected five (5) envelopes with an identical amount, the winner wins that amount.
F. If the Grand Prize winner wins $1,000,000, that prize will be paid out in 25 annual installments of $40,000 per year.
G. Each Contestant who wins a prize of $600 or more must fill out a claim form and submit it to the Minnesota State Lottery. If the Contestant is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes §270A.03, Subdivision 5, the amount due will be deducted from the value of the prize. If the claim is validated by the Lottery, the prize will be awarded to the player. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately.
H. The Contestant may keep the value of any prize won from Scratch Game Tickets provided to him/her during the Tournament. If a Contestant is unable to attend the Qualifying Scratch-O-Rama Tournament the prizes won from the Scratch Game Tickets provided to the proxy who has been selected for them at the Tournament will be mailed to the Contestant.
IX. Governing Law
By participating in the Scratch-O-Rama Promotion and the Scratch-O-Rama Contest by submitting an entry to the Lottery or participating in a Scratch-O-Rama Tournament, the person agrees to comply with and abide by the game procedures for the Scratch-O-Rama Promotion; Minnesota Statues, Chapter 39A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery's Prize Payment Rules); and all final decisions of the Director of the Lottery. All applicable federal, state or local laws apply. Second chance entry offer void where prohibited by law.
