WHEEL OF FORTUNE® SECOND CHANCE PROMOTION
ADOPTED: AUGUST 12, 2011

I. Name of Promotion
The name of this promotion that will be conducted in conjunction with the Wheel of Fortune® Scratch Game will be the “Wheel of Fortune® Second Chance Promotion”.
II. Definitions
A. “Wheel of Fortune® Scratch Game” means the Minnesota State Lottery Scratch Game #754.
B. “Wheel of Fortune® Second Chance Promotion Drawings” means the drawings by the Lottery at Lottery headquarters in conjunction with the Wheel of Fortune® Second Chance Promotion.
C. “Wheel of Fortune® Hollywood Trip Prize” means the prize as described in Section VI. of these rules.
D. “Wheel of Fortune® Million Dollar Bonus Drawing” means the drawing conducted in August 2012 from all eligible entries from each participating state lottery for a chance to win one million dollars ($1,000,000.00).
E. “Wheel of Fortune® Prize Pack” means a prize pack consisting of an umbrella, blanket and Lottery cooler.
III. Duration of the Promotion
The Wheel of Fortune® Second Chance Promotion will begin on August 23, 2011, and conclude on August 15, 2012.
IV. Eligibility for the Wheel of Fortune® Second Chance Promotion Drawing
A. A person may enter the Wheel of Fortune® Scratch Game Drawing by mailing a non-winning Wheel of Fortune® Scratch Game Ticket to the Lottery or by entering a non-winning ticket online at www.luckymn.com.
B. Facsimile or photocopied non-winning Wheel of Fortune® Scratch Game Tickets are not permitted. The submission of a winning Wheel of Fortune® Scratch Game Ticket will invalidate that entry.
C. A Wheel of Fortune® Scratch Game Ticket that is mailed must have all of the required information legibly completed on the Ticket, have the proper postage and be delivered through the U.S. Mail.
D. For entries submitted via the Internet, the person must provide the required player information, install/update the newest version of the Flash Player if prompted and enter the 10-digit Validation Number that appears under the latex of a Wheel of Fortune® Scratch Game Ticket.
E. Wheel of Fortune® Scratch Game Tickets that are received by the Lottery or entered via the Internet by 11:59:59 p.m. CDT October 5, 2011, are eligible for the 1st Wheel of Fortune® Second Chance Promotion Drawing.
F. Wheel of Fortune® Scratch Game Tickets received by the Lottery or entered via the Internet after 11:59:59 p.m. on October 5, 2011, and prior to 11:59:59 p.m. CST on November 9, 2011, are eligible for the 2nd Wheel of Fortune® Second Chance Promotion Drawing.
G. Wheel of Fortune® Scratch Game Tickets received by the Lottery or entered via the Internet after 11:59:59 p.m. CST on November 9, 2011, and prior to 11:59:59 p.m. CST on December 14, 2011, are eligible for the 3rd Wheel of Fortune® Second Chance Promotion Drawing.
H. Wheel of Fortune® Scratch Game Tickets received by the Lottery or entered via the Internet after 11:59:59 p.m. CST on December 14, 2011, and prior to 11:59:59 p.m. CST on January 25, 2012, are eligible for the 4th Wheel of Fortune® Second Chance Promotion Drawing.
I. Wheel of Fortune® Scratch Game Tickets received by the Lottery or entered via the Internet between August 23, 2011, and prior to 11:59:59 p.m. CDT on August 15, 2012, are eligible for the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing.
J. Valid Wheel of Fortune® Scratch Game Tickets or entries selected in the 1st, 2nd, 3rd or 4th Wheel of Fortune® Scratch Game Drawings are not eligible for the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing.
K. The person whose name appears on the back of the Wheel of Fortune® Scratch Game Ticket or submits an entry via the Internet must be eligible to receive a Lottery prize under Minnesota Law pursuant to a contract with the Lottery and pursuant to these rules.
L. The person whose name appears on the back of the Wheel of Fortune® Scratch Game Ticket or submits an entry via the Internet must be 18 years of age or older.
M. The Lottery is not responsible for delayed, lost or misdirected mail or e-mails.
N. A person may submit more than one (1) non-winning Wheel of Fortune® Scratch Game Ticket for the 1st, 2nd, 3rd, 4th or Grand Prize Wheel of Fortune® Second Chance Promotion Drawing.
O. A Wheel of Fortune® Scratch Game Ticket used for an entry may only be used once, either by mailing the Ticket to the Lottery or by entering it via the Internet. Entries mailed to the Lottery that have been previously entered via the Internet will be considered invalid.
P. A non-winning Wheel of Fortune® Scratch Game Ticket that is mailed to the Lottery within an envelope or other container is invalid.
Q. A person whose name appears on the back of the Wheel of Fortune® Scratch Game Ticket or name submitted with the entry via the Internet or an immediate family member (parent, child, brother, sister or spouse) residing in the same household as that person who has won a Wheel of Fortune® Hollywood Prize is ineligible to win any other prize from any subsequent drawing in the Wheel of Fortune® Second Chance Promotion.
R. A person whose name appears on the back of the Wheel of Fortune® Scratch Game Ticket or name submitted with an entry via the Internet that has won a cash prize or a Wheel of Fortune® Prize Pack is ineligible to receive any other prize from that drawing. A person may only win one (1) prize in any of the 1st, 2nd, 3rd and 4th Wheel of Fortune® Second Chance Promotion Drawings.
S. A Wheel of Fortune® Scratch Game Ticket mailed to the Lottery or entry submitted via the Internet will be considered invalid if it does not meet all of the requirements for eligibility stated in this section.
V. Wheel of Fortune® Second Chance Promotion Drawings
A. The Lottery will conduct the 1st Wheel of Fortune® Second Chance Promotion Drawing on or about October 6, 2011.
B. The Lottery will conduct the 2nd Wheel of Fortune® Second Chance Promotion Drawing on or about November 10, 2011.
C. The Lottery will conduct the 3rd Wheel of Fortune® Second Chance Promotion Drawing on or about December 15, 2011.
D. The Lottery will conduct the 4th Wheel of Fortune® Second Chance Promotion Drawing on or about January 26, 2012.
E. The Lottery will conduct the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing on or about August 16, 2012.
F. In each of the 1st, 2nd, 3rd and 4th Wheel of Fortune® Second Chance Promotion Drawings, the Lottery will select nine (9) entries.
G. The first valid entry selected in each of the 1st, 2nd, 3rd and 4th Wheel of Fortune® Second Chance Promotion Drawings will receive a Wheel of Fortune® Hollywood Trip Prize. The second through fourth valid entries selected in each of the 1st, 2nd, 3rd and 4th Wheel of Fortune® Second Chance Promotion Drawings will receive $300.00. The fifth through ninth valid entries selected in each of the 1st, 2nd, 3rd and 4th Wheel of Fortune® Second Chance Promotion Drawings will receive a Wheel of Fortune® Prize Pack.
H. The Lottery will select four (4) entries in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing.
I. The four (4) entries drawn in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing will be entered in the Wheel of Fortune® Million Dollar Bonus Drawing.
J. Each of the persons whose entries were selected in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing will receive $1,000.00, unless their entry is the one (1) entry selected in the Wheel of Fortune® Million Dollar Bonus Drawing.
K. If the selected entry is deemed to be ineligible, the Lottery may select an additional entry from the entries eligible for that drawing.
L. The Lottery will, by use of mechanical or other devices, randomly determine which of the entries submitted are selected.
M. The odds of any particular entry being selected in the 1st, 2nd, 3rd, 4th or Grand Prize Wheel of Fortune® Second Chance Promotion Drawings are dependent on the number of Tickets received and entries submitted via the Internet for the Drawing and the eligibility of each of the Tickets and entries received.
N. All Tickets received by the Lottery become the property of the Lottery and will not be returned to any player.
VI. Wheel of Fortune® Hollywood Trip Prize
A. Each Wheel of Fortune® Hollywood Trip Prize consists of the following:
1. Roundtrip coach airfare to Los Angeles, California for the winner and up to three (3) guests from any U.S. international airport to Los Angeles International Airport in Los Angeles (inclusive of all associated airfare fees, taxes and surcharges).
2. Accommodations of up to two (2) deluxe hotel room(s) for four (4) nights (double occupancy, room and room tax only.)
3. Ground transfers between the airport and the hotel, studio, various Hollywood and/or Los Angeles area attractions and MDI hosted events.
4. One thousand dollars ($1,000.00) in spending money for the prizewinner to be provided to the prizewinner two (2) weeks prior to the scheduled trip departure date.
5. Prizewinners and guest(s) will be honored with a welcome reception the evening of their arrival to Hollywood. Prizewinners and their guests(s) also will be honored with a grand finale party on their last evening in Hollywood.
6. Federal and state withholding taxes on the total value of the items listed in 1 through 5 above.
B. Each Wheel of Fortune® Hollywood Trip Prize is subject to the following restrictions.
1. The Lottery provides no warranties, guarantees or representations of any kind, express or implied, arising by law or otherwise, including, without any limitation, any implied warranty or fitness for a particular purpose or any implied warranty arising from course of performance, course of dealing or usage or trade.
2. The Lottery is not liable for any delays, accidents, taxes, fees or other additional expenses, including any debts, incurred as a result of the winner accepting the Wheel of Fortune® Hollywood Trip Prize.
3. The Wheel of Fortune® Hollywood Trip Prize is limited to the items specified in this section and any other limitation stated therein.
4. No cash equivalent of the Wheel of Fortune® Hollywood Trip Prize will be awarded and the Wheel of Fortune® Hollywood Trip Prize is not exchangeable or, otherwise, transferable, although the winner may designate an alternate traveler.
5. The trip associated with the Wheel of Fortune® Hollywood Trip Prize must be taken during the designated dates in April or May 2012, as determined by the Lottery.
6. Federal, state or local taxes on the Wheel of Fortune® Hollywood Trip Prize is the sole responsibility of the winner.
C. Each winner of a Wheel of Fortune® Hollywood Trip Prize will also have a chance to win an additional prize as stated below.
1. Pre-Production Day
a. The Wheel of Fortune® Hollywood Trip Prize includes a pre-production day on the Wheel of Fortune® stage at Sony Pictures Studios to be attended by prizewinners and guests. The pre-production day will provide the opportunity for all prizewinners to spin the Wheel of Fortune® wheel one (1) time to win a cash prize ranging from three hundred dollars ($300) up to ten thousand dollars ($10,000) (“Wheel Spin”).
b. During the pre-production day, prizewinners will also participate in the selection process to determine which prizewinners will play in the ten (10) non-broadcast experiential Wheel of Fortune® games (each an “Experience Game”) to take place on the production days that follow. Prizewinners from all participating state lotteries will be divided into ten (10) groups (each a “Show Group”) from which three (3) prizewinners from each Show Group (the “Prizewinner Contestants”) will be randomly selected to play in the Experience Games. For clarification, a total of thirty (30) Prizewinner Contestants shall be selected to play the ten (10) Experience Games and each Experience Game shall be collectively played by three (3) Prizewinner Contestants.
2. Experience Game Production Days
a. The Wheel of Fortune® Hollywood Prize Trip includes one (1) Experience Game ticket to the Wheel of Fortune® event for the prizewinner and each of the prizewinner’s guests(s). Prizewinner’s guests may sit with the prizewinners in the audience, but will not be eligible to be contestants on the Experience Game. Prizewinner Contestants will attend training during the morning of their scheduled Experience Game production day to review the rules of the Experience Game and learn how to play Wheel of Fortune®. Prizewinner Contestants shall play a non-broadcast Experience Game on the Wheel of
Fortune® stage with Pat Sajak and Vanna White and have the opportunity to win cash and vehicle prizes. Game play and prizing for the Experience Game will be like the televised version of Wheel of Fortune®.
b. It is currently contemplated that there will be five (5) Experience Games per day for the (2) consecutive production days. As part of an Experience Game bonus round, Prizewinner Contestants may have the chance to win up to one million dollars ($1,000,000) as a prize if the million dollar prize has been qualified during regular game play to be added to the bonus round. The above-identified plan of events for the pre-production day and Experience Game production day is subject to change by Wheel of Fortune®.
VII. Wheel of Fortune® Million Dollar Bonus Drawing
A The Wheel of Fortune® Million Dollar Bonus Drawing will be conducted on or about September 17, 2012.
B. The four (4) valid entries selected by the Lottery in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing and all eligible finalist entries from all of the participating lotteries will be entered into the Wheel of Fortune® Million Dollar Bonus Drawing.
C. There will be approximately eighty-six (86) entries from all of the participating lotteries. The number of entries from the participating states is subject to change should other participating lotteries print additional tickets and qualify for an additional entry.
D. One (1) entry will be selected in the Wheel of Fortune® Million Dollar Bonus Drawing.
E. The one (1) entry selected for the Wheel of Fortune® Million Dollar Bonus Drawing will participate in a simulated version of the Million Dollar Bonus Wheel Spin-Off to award a prize of up to one million dollars ($1,000,000).
F. Lottery players will not be present for the Wheel of Fortune® Million Dollar Bonus Drawing event.
G. The Wheel of Fortune® Million Dollar Bonus Drawing will randomly award a prize of up to one million dollars ($1,000,000) with a minimum prize amount of fifty thousand dollars ($50,000).
VIII. Claiming a Wheel of Fortune® Second Chance Promotion Drawing Prize
A. The person whose name appears on the back of the Wheel of Fortune® Scratch Game Ticket or name submitted with an entry via the Internet that was selected by the Lottery in a Wheel of Fortune® Second Chance Promotion will be notified after their entry has been drawn and declared eligible.
B. Persons whose entry was selected in the 1st, 2nd, 3rd or 4th Wheel of Fortune® Second Chance Promotion Drawing for the Wheel of Fortune® Hollywood Trip Prize must submit a claim form within 30 days of the drawing. If the claim form is not submitted within the required time period, the Wheel of Fortune® Hollywood Trip Prize may be subject to forfeiture and the Lottery may award the prize to another player. If a winner of a Wheel of Fortune® Hollywood Trip Prize is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes §270A.03, subdivision 5, the amount due will be deducted from cash portion of the prize and any remaining cash and the non-cash portion of the prize will be awarded to the winner. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately.
C. The person whose valid entry was selected in a Wheel of Fortune® Second Chance Promotion Drawing for the $300 cash prize or the Wheel of Fortune® Prize Pack will have their prize mailed to the address provided on the back of the Wheel of Fortune® Scratch Game Ticket submitted or, if the entry was submitted on the Internet, the address submitted with their entry form. If a prize that is mailed to a winner is returned to the Lottery, the Lottery may declare the prize forfeited by the winner and the winner will have no further right to the prize and the Lottery may award the prize to an alternate.
D. Persons whose entry was selected in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing must submit a claim form within 14 days of the drawing. If the claim form is not submitted within the required time period, the prizewinner may not be eligible for the Wheel of Fortune® Million Dollar Bonus Drawing and any prize the person may be entitled to may be subject to forfeiture and the Lottery may award the prize to another player. If a player selected in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes §270A.03, subdivision 5, the amount due will be deducted from any prize the person may be entitled. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately.
E. If more than one (1) name appears on the back of the Wheel of Fortune® Scratch Game Ticket selected in the 1st, 2nd, 3rd or 4th Wheel of Fortune® Second Chance Promotion Drawing, the Lottery will, by random drawing, determine which of the individuals so listed will receive the prize. A prize from any of the Wheel of Fortune® Second Chance Promotion Drawings may not be shared.
F. For entries selected in the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing, if more than one (1) name appears on the back of the Wheel of Fortune® Scratch Game Ticket or the person whose entry was selected designates that the prize will be shared on the claim form submitted, the Lottery will pay each person as designated on the claim form for any prize won from the Grand Prize Wheel of Fortune® Second Chance Promotion Drawing or from the Wheel of Fortune® Million Dollar Bonus Drawing. Each person claiming a prize in any of the Wheel of Fortune® Second Chance Promotion Drawings consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation.
IX. Emergency Termination of the Wheel of Fortune® Second Chance Promotion
If, for any reason, the Wheel of Fortune® Second Chance Promotion is not capable of running as planned due to, without limitation, errors in these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of the Lottery that, in the sole judgment of Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion.
X. Governing Law
By participating in a Wheel of Fortune® Second Chance Promotion Drawing by submitting an entry to the Lottery, the person agrees to comply with and abide by the rules for the Wheel of Fortune® Second Chance Promotion Drawing; Minnesota Statutes, Chapter 39A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery's Prize Payment Rules); and all final decisions of the Director of the Lottery. All applicable federal, state or local laws apply; void where prohibited by law.
